during the monarchy in Iraq ,the year 1946-1947 , was the worst year in Iraq’s modern agricultural history, the rains decreased,  there were a lot of grasshoppers , crops were damaged,  the export of wheat and barley was to increase wealth quickly without paying attention to the needs of the people and local consumption , that September 1947 didn’t begin yet and the country was suffering  from a severe bread crisis, people had become familiar with this scene since the World War 2, when men, women and children desperately gathered at bakeries to get some bread.

When the crisis got worse, Council of Ministers decided to form a committee consisting of the Director General of the Interior, Baghdad Brigade administrator and the Mayor, to clarify the best solutions to provide bread and to know the reasons for its lack, one of these solutions was that the director general of prisons use the prisoners to do the task of preparing bread, and to rush farmers to pay the government’s share of wheat and barley crops.

When there was neither wheat nor barley in the country, except the barley that the wealthy saved to monopoly money for them, The use of prisoners has worked , that the Directorate of Prisons made more than 25,000 bread for the needs of prisoners in Baghdad and other cities, but this didn’t mean keeping the accusations away from the administration and its mismanagement, especially as it is surrounded by suspicions of corruption.

The report that the 12 deputies prepared to Parliament, indicated that the country is facing a severe bread crisis that hasn’t faced in its modern history, the prices of wheat and barley have risen so high that it is impossible for the common people to buy due to its high price.

What increased the popular anger against the government, which didn’t give the crisis any importance on the contrary, Prime Minister “Saleh Jabr” considered the crisis a secondary thing, what made things worse that he refused to discuss the bread crisis in parliament sessions, describing it as a petty crisis.

This made the prime minister hated by the people, as a result of the lower living situation and poverty among people, the government later fell. All these crises increase popular anger and their insistence on facing corrupt governments to restore their rights.
