But the regime at that time was taking advantage of these circumstances to recruit new followers to serve it in its new missions, so it was creating militias and buying people with money. They came with the American occupation, and it was in their interest to create all these changes in society and exploit them for the benefit of recruiting society with money and weapons in order to remain in power.
